GRRRRRRR.
So I called.
"It's almost eleven o'clock and your poodles are yapping. And yapping. And yapping. Again. If you leave them home alone, could you please shut them IN the house where we won't hear them. Thanks."
And magically, minutes later, the yapping stopped.
On the one hand, thank you for dealing with the problem.
On the other hand...
That means she was home.
Listening to hear dogs yap at 11pm,
doing nothing about it,
until I called to complain.
Y'know, when I was growing up, one of my mom's favorite phrases was Be considerate. Consider other people.
I'm telling' ya, it's a lost art.

Some people! Then again, I'd be too chicken to complain - maybe they'd get all confrontational or they'd leave poop on my lawn. I know, I'm a scaredy cat.
I saw her in the neighborhood today and she apologized - which I forgive and move on. There was a big story about how her housemate usually walks the dogs but is currently sick, and... umm... okay, I'm sorry but how does that relate to you being home and not stopping the yapping?

Oh yeah! It's all about ME! Our society has really gone down hill as far as caring about others! Unreal!
